My Lord Duke,

I have the honor to acknowledge the receipt of a Copy of the Despatch from the Duke of Newcastle, relative to my pension: and to request the reconsideration of my Case by the Lords Commissioners.

I beg leave to submit to Your Grace the following Statement –

I am not aware of any intimation having ever been given by the Colonial Office to the Hong Kong Government, that Lieutenant Governors were to relinquish pensions, and when it is borne in recollection that for 3 years and three Months after my promotion to Lieutenant Governor my subscription was continued to the Superannuation fund, and received without any comment by the Colonial Office to the Amount of £67.11.6, being Contributions with those of the other Civil Servants in the Colony by order from the Secretary of State.

I naturally considered all this in 1857, and on the faith of this fact I subscribed, feeling certain that my Pension under Clause 24 –
